During the 1850s Australian gold rushes, law and order on the goldfields were initially chaotic. To maintain control, colonial governments established a rigid, expensive licensing system enforced by armed police and military "troopers." Rampant corruption, brutal license hunts, and a lack of political representation culminated in the 1854 Eureka Rebellion in Ballarat.
